Thanks Marc, it would seem to make sense to have inspections by the home
council.

Actually any health inspector anywhere along the line of route can
inspect. Its the basic principle of if an offence is committed then
the authorities where it occurred have the power to take action. A
bufet car, or restaurant car is in use across many boundaries, albeit
that it might not stop anywhere in some.

And would the inspector have to have a ticket valid for travel
(probably first class for a Restaurant car?) or could he demand
access by virtue of being on official business?

I wonder if the FGW and Scotrail sleepers are the subject of visits by
hotel inspectors (as made famous by Fawlty Towers)? ;-)
